The reasonable solutions of these problems in a free society would seem to be that, while the states provides only a uniform minimum for all who are unable to maintain themselves and endeavors to reduce cyclical unemployment, any further provision required for the maintenance of the accustomed standard should be left to competitive and voluntary efforts.
It is true, of course, that even the provision of a uniform minimum for all those who cannot provide for themselves involves some redistribution of income. But there is a great deal of difference between the provisions of such a minimum for all those who cannot maintain themselves on their earnings in a normally functioning market and a redistribution aiming at "just" remuneration in all the more important occupations— between a redistribution wherein a majority takes from a minority because the latter has more. The former preserves the impersonal method of adjustment under which people can choose their occupation; the latter brings us nearer and nearer to a system under which people will have to be told by authority what to do.
