2. O CDS limita a medida às contratações sem termo. Mas haverá assim tantas empresas dispostas a contratar desempregados sem termo? Numa empresa costuma haver um período de anos em que o empregado fica a recibos verdes ou a termo. Só os trabalhadores mais antigos é que costumam passar a contrato sem termo. Existem empresas dispostas a passar um desempregado à frente de todos os restantes trabalhadores com contrato a termo apenas para receber um subsídio?
Esta proposta de lei do CDS destina-se sobretudo a criar uma nova clientela, porventura mais ao gosto da nossa direita socialista - empresas e ex-desempregados empregados por essas empresas, que passarão a estar dependentes da subvenção estatal, e que se constituirão como mais um grupo de pressão interessado no saque do Estado. Os efeitos morais desta medidinha serão pouco encorajadores - podemos esperar que os beneficiados demonstrem menos auto-suficiência, menos adaptabilidade, e menos empreendedorismo.

Pela primeira vez passo um 24 de Dezembro em Lisboa, o Ventamento Global Antropogénico proporcionou-me três horas de voo sobre o Atlântico, e umas quatro horas nos encantadores corredores do Aeroporto de Lisboa.

A propósito, para quem ainda não viu, a TAP acabou de divulgar um video de relações públicas, uma flash mob dance, ideia giríssima, embora muito estafada e verdadeiramente insultuosa -- não só considerando a qualidade do serviço de atendimento ao cliente do nosso sistema aeroportuário, como também e sobretudo o custo da TAP para o bolso dos contribuintes. Por motivos de indisposição cívica, não deixo o link.

Entretanto, pude gastar alguns petrodólares no centro comercial mais verde da capital, em compras de última hora para presentes de Natal. Quem suspeitar estar na posse de euros assim lavandariados, é favor enviá-los para a conta bancária do AADF, receberá de imediato créditos de CO2-verde, produzido com elevada responsabilidade social, e mais amigo do ambiente.

How to Manufacture a Climate Consensus por Patrick J. Michaels:
Few people understand the real significance of Climategate, the now-famous hacking of emails from the University of East Anglia Climatic Research Unit (CRU). Most see the contents as demonstrating some arbitrary manipulating of various climate data sources in order to fit preconceived hypotheses (true), or as stonewalling and requesting colleagues to destroy emails to the United Nations Intergovernmental Panel on Climate Change (IPCC) in the face of potential or actual Freedom of Information requests (also true).

But there's something much, much worse going on—a silencing of climate scientists, .... that will have consequences for public policy, including the Environmental Protection Agency's (EPA) recent categorization of carbon dioxide as a "pollutant."

Climategate goes SERIAL: now the Russians confirm that UK climate scientists manipulated data to exaggerate global warming:
The crux of the argument is that the CRU cherry picked data following the same methods that have been done everywhere else. They ignored data covering 40% of Russia and chose data that showed a warming trend over statistically preferable alternatives when available. They ignored completeness of data, preferred urban data, strongly preferred data from stations that relocated, ignored length of data set.

One the final page, there is a chart that shows that CRU’s selective use of 25% of the data created 0.64C more warming than simply using all of the raw data would have done. The complete set of data show 1.4C rise since 1860, the CRU set shows 2.06C rise over the same period.

The betting is that the Chinese and the Indians, who have steadfastly refused to agree to reduce their overall emissions, will agree to some vague targets thanks to a bribe courtesy of U.S. taxpayers. Of course, that agreement will be contingent upon them actually getting the loot, which seems pretty unlikely given the upcoming election.

If the hard socialism of Communism produces economic and societal collapse quickly, Mises theorized, the soft, incremental socialism of the West — popularized again recently as the “Third Way” by Tony Blair and Bill Clinton — would produce poverty in stages. Every bureaucratic intervention in the market reduces long-term wealth creation, even if it provides a temporary boost to the economy. In time, this reduction of wealth is blamed on the inefficiencies of the remaining “unfettered” market, which provokes calls for greater intervention, ad infinitum.
The economic laws described by Mises that brought down Communism apply equally to the American brand of soft socialism. Market forces will soon lay waste to American central planning just as surely as they did to the Soviet version two decades ago. The crises in housing, health care, and banking, the inevitable results of government intervention, are but harbingers of greater instability in our way of life.

Just this year, the data behind Michael Mann’s hockey stick was finally released. Mann had used only 12 carefully selected tree ring sequences to prepare his story — omitting 34 that didn’t suit his purpose. This is surely one of the most scandalous examples of cherry picking on record, a blatant attempt to keep the world scared of carbon dioxide, and to keep reputations and research budgets safe.
This August, right in the middle of the BBC’s promised barbecue summer (which didn’t come to pass), the University of East Anglia’s Climatic Research Unit disclosed that it had destroyed the raw data for its global surface temperature records. Despite the fact that they own some of the most powerful computers in the world, the reason they advanced was “an alleged lack of storage space.” The very foundation of the global warming argument was gone forever. In conclusion, Madame Speaker, allowing for competing currencies will allow market participants to choose a currency that suits their needs, rather than the needs of the government.

The prospect of American citizens turning away from the dollar towards alternate currencies will provide the necessary impetus to the US government to regain control of the dollar and halt its downward spiral. Restoring soundness to the dollar will remove the government's ability and incentive to inflate the currency, and keep us from launching unconstitutional wars that burden our economy to excess.

In addition, it has achieved what only a central bank can: a steady depreciation of our currency. Today's dollar is now worth four cents compared to the dollar entrusted to the Federal Reserve in 1913.

Ninety-six years should have been plenty of time for the Fed to come up with a plan for preventing economic crises. Since the Fed is the source of all economic downturns, it is impossible for any central banker to regulate in such a manner to prevent the problems that are predictable consequences of his own monetary mismanagement.

To make a decision regarding .... incompatible interpretations, we need a theory. By theory, I mean a proposition whose validity does not depend on further experience but can be established a priori.
For instance,
- a larger quantity of a good is preferred to a smaller amount of the same good;
- production must precede consumption;
- what is consumed now cannot be consumed again in the future;
- prices fixed below market-clearing prices will lead to lasting shortages;
- without private property in production factors there can be no factor prices, and without factor prices cost-accounting is impossible;
- an increase in the supply of paper money cannot increase total social wealth but can only redistribute existing wealth;
- monopoly (the absence of free entry) leads to higher prices and lower product quality than competition;
- no thing or part of a thing can be owned exclusively by more than one party at a time;
- democracy (majority rule) and private property are incompatible.
The third myth is the belief that there exists no alternative to Western welfare-democracies. Again, theory demonstrates otherwise. The modern welfare state is not a "stable" economic system. It is bound to collapse under its own parasitic weight, much like Russian-style socialism imploded a decade ago. More important, however, an economically stable alternative to democracy exists. The term I propose for this alternative is "natural order."

Climate change data dumped:
Scientists at the University of East Anglia (UEA) have admitted throwing away much of the raw temperature data on which their predictions of global warming are based.

It means that other academics are not able to check basic calculations said to show a long-term rise in temperature over the past 150 years.

The CRU is the world’s leading centre for reconstructing past climate and temperatures. Climate change sceptics have long been keen to examine exactly how its data were compiled. That is now impossible.

Climategate: what Gore's useful idiot Ed Begley Jr doesn't get about the 'peer review' process:
.... the single most important fact to emerge from the Climategate scandal. Peer-review is dead. Meaningless. Utterly void of credibility. More irredeemably defunct than a Norwegian Blue.
What the CRU’s hacked emails convincingly demonstrate is that climate scientists in the AGW camp have corrupted the peer-review process. In true Gramscian style they marched on the institutions – capturing the magazines (Science, Scientific American, Nature, etc), the seats of learning (Climate Research Institute; Hadley Centre), the NGO’s (Greenpeace, WWF, etc), the political bases (especially the EU), the newspapers (pretty much the whole of the MSM I’m ashamed, as a print journalist, to say) – and made sure that the only point of view deemed academically and intellectually acceptable was their one.

"Climategate": Peer-Review System Was Hijacked By Warming Alarmists:
“On a global scale it’s frightening because this group of people not only control the Hadley Centre, which controls the data on global temperature through the Hadley Climate Research Unit but they also control the IPCC and they’ve manipulated that. We now have clear evidence that a concerted effort has been made by the IPCC connected climate scientists to block dissenting opinion on climate change, regardless of it's scientific merit.

CRUdGate - Why this can't be swept under the carpet:
we must understand how the whole thing hangs together, because the edifice of AGW is very definitely not just pure science, boffins in white coats in labs and so forth. It spans the whole gamut from real pure science, through the applied sciences and Engineering, passing through economics and finally ending up in the dark arts of Politics and Diplomacy. That's a lot to take in, so I have created a handy diagram that explains.

"Perhaps we should encourage our colleagues in the climate research community to no longer submit to, or cite papers in, this journal."

Ideologias politicas ou filosoficas que nao se ajustem às premissas da realidade acabam por produzir maus resultados. "Todos os homens são criados iguais" é uma baboseira. Todo o individuo é unico e irrepetivel, e portanto diferente de todos os outros.

Que aquela frase nao seja lida literalmente, e que tenha nuances poéticas profundas, e' uma coisa. Que o sentido "verdadeiro" seja o rigoroso oposto daquilo que declara, é dissonancia cognitiva.

Não há tal coisa como "provas ilegalmente obtidas e portanto inválidas". Há factos que podem provar acções criminosas, ou não. O bom senso dita que se puna qualquer irregularidade administrativa, sem contemplações; e que se investigue qualquer facto que tenha sido descoberto, sem contemplações.

Claro que isso obrigaria a questionar os meios de investigação, o que não pode ser admitido pelo corporativismo da Justiça. O hiperlegalismo -- ensinado em todas as faculdades e papagueado pelos media -- serve antes de tudo para proteger o status-quo judicial -- que tão mal serve o interesse público.

Warren Harding and the Forgotten Depression of 1920 por Thomas E. Woods, Jr.:
The economic situation in 1920 was grim. By that year unemployment had jumped from 4 percent to nearly 12 percent, and GNP declined 17 percent. No wonder, then, that Secretary of Commerce Herbert Hoover—falsely characterized as a supporter of laissez-faire economics—urged President Harding to consider an array of interventions to turn the economy around. Hoover was ignored.

Instead of “fiscal stimulus,” Harding cut the government’s budget nearly in half between 1920 and 1922. The rest of Harding’s approach was equally laissez-faire. Tax rates were slashed for all income groups. The national debt was reduced by one-third. The Federal Reserve’s activity, moreover, was hardly noticeable. As one economic historian puts it, “Despite the severity of the contraction, the Fed did not move to use its powers to turn the money supply around and fight the contraction.” 2 By the late summer of 1921, signs of recovery were already visible. The following year, unemployment was back down to 6.7 percent and was only 2.4 percent by 1923.

A Nummi, uma das fábricas mais famosas do mundo - e certamente a mais representativa da revolução lean production - está para fechar.

Toyota is not doing away with just any auto factory, but with a landmark joint venture between Toyota and GM until GM bailed this year amid its bankruptcy ordeal. Nummi, short for New United Motor Manufacturing Inc. and born in 1984, was heralded as a way to introduce GM to Japanese-style "lean production" while introducing Toyota to the doughty U.S. auto worker.

Never mind that it never made much money, Nummi starred in countless business school studies as an example of "transformation," "collaboration" and "win-win."
There you have the still-unfolding disaster of the developed world's auto market writ small. Protectionism is never about "saving jobs," but about saving specific jobs of politically useful groups. Ms. Merkel's steps may well cause a blow-up in the EU, given her insistence that Opel's German plants be protected at the expense of plants in Belgium and Spain. Likewise, California is not up for grabs politically, unlike other states where the UAW is powerful. So the union, having already received countless favors from the Obama administration, chooses to spend its ammunition elsewhere, partly because it never liked the Nummi idea of "lean manufacturing" in the first place.

  • Eliminate all government restrictions on the production and sale of pharmaceutical products and medical devices.
  • Deregulate the health-insurance industry.
  • Eliminate all subsidies to the sick or unhealthy. Subsidies create more of whatever is being subsidized. Subsidies for the ill and diseased promote carelessness, indigence, and dependency. If we eliminate such subsidies, we would strengthen the will to live healthy lives and to work for a living.

That’s inconvenient if the only way to sell energy rationing to a reluctant populace is to claim, over and over again, that climate change is “even worse than scientists previously predicted.”

So the new rhetoric emphasizes the alleged damages of global warming — melting Arctic sea ice, drought in Australia, species migration. And we’re told that these impacts are occurring faster than climate models have predicted.
All of which is obviously question-begging, because if the world isn’t warming, how do we know that, say, drought in Southern California is due to CO2 emissions rather than to ocean cycles or some other factor not related to the greenhouse effect? Indeed, if a change in weather or climatic conditions occurs faster than greenhouse climate models project, that is prima facie evidence that the change is not due to greenhouse gas emissions.
Climate sensitivity is thus redefined to mean climate impacts per a given increment of warming rather temperature change per a given increment of CO2. In short, we’re supposed to believe that less warming than the IPCC predicts leads to worse impacts than the IPCC predicts. Hence the need to make 350 ppm the new 450 ppm.

The world used 14 trillion watts (14 terawatts) of power in 2006. Assuming minimal population growth (to 9 billion people), slow economic growth (1.6 percent a year, practically recession level) and—this is key—unprecedented energy efficiency (improvements of 500 percent relative to current U.S. levels, worldwide), it will use 28 terawatts in 2050. (In a business-as-usual scenario, we would need 45 terawatts.)

Simple physics shows that in order to keep CO2 to 450 ppm, 26.5 of those terawatts must be zero-carbon. That’s a lot of solar, wind, hydro, biofuels and nuclear, especially since renewables kicked in a measly 0.2 terawatts in 2006 and nuclear provided 0.9 terawatts.

Are you a fan of nuclear? To get 10 terawatts, less than half of what we’ll need in 2050, Lewis calculates, we’d have to build 10,000 reactors, or one every other day starting now. Do you like wind? If you use every single breeze that blows on land, you’ll get 10 or 15 terawatts. Since it’s impossible to capture all the wind, a more realistic number is 3 terawatts, or 1 million state-of-the art turbines, and even that requires storing the energy—something we don’t know how to do—for when the wind doesn’t blow. Solar? To get 10 terawatts by 2050, Lewis calculates, we’d need to cover 1 million roofs with panels every day from now until then. “It would take an army,” he says. Obama promised green jobs, but still.

Destacam-se os castellers (castelos humanos), o fogo de artifício na Plaza de Espanya, e o grande Correfoc, uma arruada demoníaca de monstros de gesso pintados de cores infernais, tambores, chuveiros de faíscas. A procissão é absolutamente anárquica, com gente a dançar freneticamente no meio do fogo preso e das girandolas durante bem mais de uma hora. E no fim, pela meia-noite, os bombeiros dão um banho à malta já ensopada de Estrella Damm, ou das zurrapas vendidas pelos filipinos.

Moyo's arguments are based on basic, even well-known, facts: Europe and the US have sent billions in aid to horrible regimes. Corrupt leaders have seen way more cash than needy citizens. Endless loans left the continent with crippling debt. And most of Africa is actually poorer today than it was a few decades ago, when aid dollars began to increase.
Furthermore, she doesn't condemn all aid, just that to governments. Nor has she proposed to end aid to Africa in five years, as many critics believe. Rather, Moyo wants the world to taper off financial assistance to African governments, as quickly as possible, and replace it with direct investment. She wants foreigners to see Africa as an opportunity not a basket case. And she points to the fact that a number of African economies have actually grown in the past year, even as the global economy contracted.

We as moral people, we cannot allow legality alone to be our talisman, because many things in this world are or were legal but clearly immoral. That is, slavery was legal, but did that make it moral? Apartheid in South Africa was legal, that did not make it moral. Or the Nazi persecution of Jews; the Stalinist purges; they were all legal but clearly immoral.

That is, you and I as Americans we need to ask the question is there a moral basis of taking the property of one person and giving it to another to whom it does not belong. It turns that that is 3/4 or at least 2/3 of what the Federal government spends money on. If you look at the expenditures of our government, most of them consist of nothing more than legalized theft.

A lot of people will say to me, “Well, Williams, all these things you disagree with, they are a result of the fact that we have democracy and majority rules.” Well, first of all, I try to tell the person that the framers did not intend for it to be a democracy. It was to be a republic. The more important thing is that just because we vote to steal from somebody doesn’t make it right.

And while most academic disciplines and top-tier journals are controlled by some defining paradigm, in an academic field like poetry, that situation can do no harm other than to, perhaps, a forest of trees. Economics, unfortunately, collides with reality -- as it did with the Fed's incorrect reading of the housing bubble and failure to regulate financial institutions. Neither was a matter of incompetence, but both resulted from the Fed's unchallenged assumptions about the way the market worked.

Even the late Milton Friedman, whose monetary economic theories heavily influenced Greenspan, was concerned about the stifled nature of the debate. Friedman, in a 1993 letter to Auerbach that the author quotes in his book, argued that the Fed practice was harming objectivity: "I cannot disagree with you that having something like 500 economists is extremely unhealthy. As you say, it is not conducive to independent, objective research. You and I know there has been censorship of the material published. Equally important, the location of the economists in the Federal Reserve has had a significant influence on the kind of research they do, biasing that research toward noncontroversial technical papers on method as opposed to substantive papers on policy and results," Friedman wrote.

Três anos depois de ter desistido após meia dúzia de páginas de estilo feio, voltei à obra maior de Nozick. Bottomline, este é um livro bastante desleixado e aborrecido. A primeira parte é de uma leviandade desconfortável. Nozick procura explicar que só o Estado Mínimo é aceitável. E fá-lo despreocupadamente, com imensa ligeireza, repisando argumentos fúteis que entretanto já tinham sido inteiramente desacreditados. Esta parte é penosa, cheia de homens-de-palha, buracos argumentativos, soluções Deus ex Machina, e uma notável falta de imaginação e sentido de mercado. Como noutras partes cita Mises, Hayek, Ayn Rand, Rothbard, e outros, é de crer que simplesmente não esteve para se esforçar - inclusivamente em apresentar as suas ideias com clareza - algo que não se pode apontar a escritores liberais para quem o Inglês era uma língua estrangeira. Na segunda parte tenta justificar que nada para além do Estado Mínimo é aceitável. E de novo é impossivelmente chato, ao ponto de ser vergonhoso - seguramente não me lembraria de recomendar Nozick como uma referência minarquista. Se é verdade que existem tiradas relativamente interessantes, todo o corpo de raciocínio apesar de estruturado sabe a stream of consciousness, e não apela a leitores mais analíticos. Rebate solidamente as ideias de Herbert Hart, John Rawls, Karl Marx, e outros — mas sem brilho e com tantas ressalvas que falha em matar o rei. A terceira parte é insuportavelmente longa, injustificável para uma ideia-chave que é interessante, mas demasiado frágico, como demonstrou Rothbard. O que uma pessoa faz para rebater mais competentemente os Rawlsbots. Livro não especialmente recomendado.

Democracy - The God that failed, Hans-Hermann Hoppe

Este é um tratado obrigatório sobre o funcionamento da democracia, da monarquia e da 'ordem natural' enquanto sistemas políticos. Se há obras que pela sua excelência esmagadora menorizam o observador, outras, como esta, permitem ao leitor adquirir novas ferramentas cognitivas, com óbvio gozo e aproveitamento intelectual. As teses de Hoppe baseiam-se solidamente na metodologia da Escola Austríaca, e o seu raciocínio é roboticamente frio, impecavelmente lógico e irredutivelmente ritmado. Contudo, o livro chega a ser divertido pelos seus excessos politicamente incorrectos. Hoppe é um liberal radical sem contemplações. Se a democracia foi, a seus olhos, um retrocesso civilizacional em comparação com a monarquia, uma 'ordem livre' seria tudo menos o regabofe libertário imaginado por defensores e adversários do anarco-capitalismo, versão populista - num sistema de respeito pela propriedade privada, a discriminação seria máxima, sobreviveriam as formas de organização social intertemporalmente mais robustas - precisamente as ditas tradicionais. Hoppe defende que verdadeiros conservadores devem ser liberais, e vice versa, num capítulo que é de leitura obrigatória para todos os que se interessam sobre o tema. Gödel, Escher, Bach: An Eternal Golden Braid, Douglas Hofstadter

Comprei o ECB porque li algures que misturava Bach com matemática, design do Escher, e inteligência artificial. Não sabia bem o que esperar do livro, sobretudo porque este se propunha a falar de consciência e inteligência humana, e era legítimo temer que fosse uma salganhada de exoterismo matemáticos emaranhados em existencialismos new age. Ora, antes pelo contrário. O ECB é um livro fascinante pela simplificação do tema - que é complexíssimo-, pelo humor e até algum burlesco nas analogias, pelas variações e abordagens, pela criatividade, invenções e surpresas. É extremamente estimulante - cada ideia desencadeia um pinball frenético de consequências conceptuais, desenvolvidas em multiplas dimensões, ritmos e direccões. Mas que não haja dúvidas - é um livro difícil para quem ficou pela matemática do secundário, e não é tão líquido que saltando as partes mais formais se vá lá. A beleza da obra está em que toda a profunda filosofia do livro é construída de partes elementares que obedecem a mecânicas simples cujas complexidades é preciso compreender para ir mais além - um pouco como o jogo do Go. E tal como uma boa obra de arte, suponho que devolva leituras diferentes a diferentes observadores, e sempre que a ela tornamos. Nota: material interessante aqui.

O PS-Governo de Sócrates não consegue coexistir com a liberdade dos outros. Criou uma central de propaganda brutal que coage os jornalistas. Intervém nas empresas de comunicação social. Legisla contra a liberdade. Fez da ERC um braço armado contra a liberdade (a condenação oficial do JN6ª pela ERC em Maio serviu de respaldo ao que aconteceu agora). Manda calar os críticos. Segundo notícias publicadas, pressiona e chantageia empresários, procura o controle político da justiça e é envolvido em escutas telefónicas. Cria blogues de assessores com acesso a arquivos suspeitos que existem apenas para destruir os críticos e os adversários políticos. Pressiona órgãos de informação. Coloca directa ou indirectamente “opiniões” e “notícias” nos órgãos de informação. Etc.
O PS-governo segue o mesmo caminho de Chàvez, ao perseguir paulatinamente, um a um, os seus críticos: e segue o mesmo caminho de Putin, ao construir uma democracia meramente formal, em que se pode dizer que a decisão foi da Prisa não dele, em que se pode dizer que os empresários são livres, que os juízes são livres, que os funcionários públicos são livres, que os professores são livres, que os jornalistas são livres, que a ERC é livre, etc — mas o contrário está mais próximo da verdade. Para todos os efeitos, Portugal é uma democracia formal, mas estas medidas protofascistas vão fazendo o seu caminho. Não dizia Salazar que Portugal era mais livre que a livre Inglaterra? Sócrates e Santos Silva dizem o mesmo.

Numa caixa de comentários comentou-se:
... em política tudo é mau porque são vendas agressivas.
Este reparo tem muito que se lhe diga. Se é verdade que há práticas de "vendas agressivas" em quase todos os serviços, elas são mais frequentes naqueles em que não é uma vantagem comercial estabelecer uma relação douradora com o cliente, ou quando os clientes são tantos que é impossível atender discriminá-los, e quando os serviços concorrentes são relativamente indiferenciados - pode argumentar-se que há que recorrer à estridência.

Na política isto também acontece porque uma vez lançado o voto, o político praticamente não precisa do eleitor até à próxima eleição. Até lá, muita coisa pode acontecer que desresponsabilize o governante. Este fenómeno é agravado em eleições legislativas porque elegem-se partidos, e não deputados a quem se possa apontar o dedo. Quando os líderes dos partidos sofrem erosão, são afastados, e o partido continua. Por outro lado, os programas e as slogans eleitorais tendem a ser cada vez mais vagos, mais sensacionalistas, e mais opacos.
